It looks like a young animal is underfed or has a worm burden. First give good quality green fodder, enough dry fodder, and clean water. Add a mineral mixture with the feed, and deworm it if it has not been done recently. Keep the feed small but frequent, and watch whether it is eating well, passing loose dung, or has a pot belly. If it is still very thin after a week, or if it stops eating, gets fever, or develops cough, then it needs a vet check. Treating it early is much cheaper than losing growth and future milk or breeding value.
