My heifer drink only 2 litre water a day
That is too low for a heifer. First check whether the water is clean, cool, and easy to reach. Then see if she has fever, loose dung, mouth pain, or is off feed, because those are common reasons for low water intake. Give fresh water several times a day and offer some green fodder, since dry feed alone reduces drinking. If she is still taking only two liter in a day, she may be dehydrated or unwell. Treat this as a problem today, because low water intake can quickly affect growth and appetite. Consult a veterinarian before administering any medicine or treatment.
